We presume they were meeting in Jerusalem when Jesus was explaining to them that He was soon leaving to return to heaven, but He'd send the Holy Spirit who would empower them. Then Jesus predicted: "You will receive power when the Holy Spirit comes upon you and you will be My witnesses in Jerusalem, and in all Judea and Samaria and to the ends of the earth."
